The tiny white spots are not dirt, but the reflection of light from something glitter-like in the clay or its pigment. Whatever it is, it gives the chip a little “sparkle” as you place it at different angles to the light source.  Really cool!
You will likely receive a chip other than the one shown.  The chip you receive will be in the same or better condition.
